Arno Tausch

Arno Tausch (né le 11 février 1951 Salzbourg, Autriche) est un politologue autrichien et un des fondateurs de la recherche quantitative sur la théorie des systèmes mondiaux en Europe. Son programme de recherche est centré sur cette théorie des systèmes mondiaux, les études sur le développement et la théorie de la dépendance, les études européennes dans le cadre de relations centre / périphérie ainsi que l'étude des conflits. ^[1]

Avec ses collègues suisses Volker Bornschier, Michael Nollert et Christian Suter, il a entamé des études quantitatives européennes sur les schémas de développement dans le système mondial, en utilisant un grand nombre de statistiques internationales. ^[2].

Leur approche quantitative, qui étudie le développement capitaliste, tant sur une base macro-quantitative, que comparative ainsi que dans les études de séries temporelles, doit être considérée comme une première contribution au débat sur les effets de la mondialisation tant dans les pays du Centre que dans les pays de la périphérie. Cette école européenne quantitative de la "théorie de la dépendance" souhaite surmonter la certaine partialité latino-américaine inhérente à la "théorie de la dépendance" et passer à la vision mondiale de l'école de Samir Amin, Giovanni Arrighi, Andre Gunder Frank, et Immanuel Wallerstein.^[3]

Dr. Tausch est un participant actif dans le mouvement de la théologie de la libération œcuménique et le dialogue entre les grandes religions du monde. Il est impliqué aussi dans l'étude des effets quantitatifs de la mondialisation sur les systèmes sociaux. Il est également l'auteur de nombreux articles, qui figurent dans des revues largement diffusées en Autriche, comme Das Jüdische Echo,Die Zukunft, et International. Die Zeitschrift für Internationale Politik. Dr. Tausch est marié depuis 1978.

Dr Tausch a obtenu son doctorat en sciences politiques de l'Université de Salzbourg en 1976 et son habilitation; (= Le doctorat d’Etat) de l'université d'Innsbruck. Sa commission a été présidée par Anton Pelinka; et des arbitres externes dont Albrecht Ulrich et Winfried Röhrich. Des opinions en sa faveur ont également été exprimées, entre autres, par Karl Deutsch de l'Université d´Harvard.

Actuellement, il est professeur adjoint (Universitaetsdozent) de sciences politiques à l'université d'Innsbruck, Il était auparavant Professeur invité au Département de sciences politiques, Université d'Hawaii à Manoa, et chercheur à l´International Institute for Comparative Social Research, Science Center, West Berlin (aujourd'hui: WZB - Social Science Research Center de Berlin).

Il a servi en tant que diplomate autrichien à l'étranger et a été conseiller pour le travail et les migrations à l'Ambassade d'Autriche à Varsovie, et il est maintenant conseiller ministériel de la Division de la coordination de l'Union européenne, (V.1) au ministère des Affaires Sociales et de la Protection du Consommateur à Vienne.

2008, il a écrit, comme auteur, co-auteur, ou éditeur, 13 livres en anglais et 5 en allemand, et plus de 150 imprimés dans 6 langues. Il a été publié par les grands éditeurs, notamment Dutch University Press, Nova Science Publishers NY, Palgrave Macmillan, et d'autres dans de nombreux pays.

[modifier] Son travail d'érudition

Impressionnés, mais pas convaincus par son début de la formation dans l'économie néo-classique, il se tourna vers le début de l'étude quantitative de l'économie politique et quantitative de la science politique. Après avoir terminé son doctorat a l'Université de Salzbourg, il a remporté un poste de professeur adjoint de sciences politiques à l'université d'Innsbruck, à l'automne de 1977.

Avec Otmar Höll et Kunibert Raffer, Tausch pionnier d'études de la dépendance, en Autriche, dès le milieu des années 1970. Durant les dernières années 1970, des chercheurs comme Volker Bornschier et Dieter Senghaas a commencé de se référer régulièrement à ses travaux quantitatifs. Son premier vrai travail a été internationalement reconnu l'essai, écrit avec Otmar Höll, sur l'Autriche et la périphérie européenne, 1980. ^[4].

Son livre le plus influent est la théorie du développement socio-libéraux du développement dans le monde(1993), qui montre, avec des méthodes économétriques, l'importance mondiale de les programmes de réforme mis en avant par les sociaux-démocrates de l'Europe au cours des années 1920. Il est basé sur des études politometriques dans le monde entier depuis les années 1960. ^[5]

Au cours des années 1980 et au début des années 1990, Tausch étroitement travaillé avec le regretté économiste australien Ted Wheelwright, le chercheur suédois Björn Hettne, le polonais Zbigniew Bablewski, et le finnois Kimmo Kiljunen dans le cadre de la European Association of Development Research and Training Institutes (EADI)). Les résultats de ces efforts comprennent l'étude de l'Université des Nations Unies (1989).

Il a été l'un des premiers auteurs à présenter des évaluations sceptiques de la perestroïka et des processus de transformation. Son Russlands Tretmühle' (tapis de la Russie) a prédit un nouveau durcissement du régime russe déjà en 1991.^[6]

Son œuvre postérieure, écrite après son entrée dans la fonction publique en 1992, est sur l'analyse des politiques sociales et des migrations dans la nouvelle Europe élargie après la La thérapie de choc.

Après son retour à Vienne de son travail en tant que diplomate en Pologne, Tausch traite surtout des analyses de l'contradictions du processus d'élargissement de l'UE, et à l'éternel débat sur la L'islam et le développement. Comme un chercheur sur le système mondial, a édité ou coédité ou contribué aux œuvres, qui comprennent également les articles de Samir Amin, Christopher Chase-Dunn, Andre Gunder Frank et Immanuel Wallerstein.

Au cours des dix dernières années, ses œuvres ont contribué au débat sur l’islamophobie: l'opposition aux distorsions de la foi musulmane salafiste, mais aussi l'opposition à l'islamophobie. Il fut parmi les premiers à étudier aspects de la pauvreté musulmane en Europe.

Comme l'éditeur, Tausch ensuite travaillé en étroite collaboration avec l'économiste britannique Syed Mansoob Murshed. Ses propres travaux empiriques sur les relations entre l'islam et les modes de développement, qui contredisent carrément Samuel P. Huntington, ont été particulièrement bien accueillis dans le monde musulman, et étaient fondées sur l'ensemble des pays pour lesquels on dispose de données. ^[7]

Deux scientifiques de renommée internationale en provenance de Turquie Bulent Aras et Suat Kiniglioglu, activement défendu la réception de Tausch dans les deux principales revues de sciences politiques en Turquie, Alternatives. Journal turc des relations internationales et Insight Turquie, qui est une sorte de revue semi-officielles de politique étrangère du pays.

Sa dernière analyse de l'islam et du développement est base sur l'analyse systématique des données de la European Social Survey, qui sont en contradiction avec des points de vue alarmistes sur la migration et l'intégration musulmane en Europe. Tausch plaide en faveur de ce que appel un vue du «processus de Lisbonne sur les minorités musulmanes en Europe». Sur le processus de Lisbonne, il a étroitement travaillé et publié avec l'intellectuel Suédois, Almas Heshmati. Leur travail ensemble a démontré la faiblesse du modèle social britannique et l´immense pauvreté des enfants qui est toujours présenté à l´Union Européenne comme le meilleur modèle en Europe.

Ses écrits récents sur la réforme des retraites ont été influencés par Franco Modigliani et Robert Holzmann, directeur de département de la protection sociale à la Banque mondiale. Il a contribué au volume, consacré à la prix Nobel d'économie, Franco Modigliani.

Après avoir quitté le «tour d'ivoire» de la «science pure» en décembre 1991, l'impact des écrits peuvent être considérés comme importants. ^[8]

Les publications parus dans la série de publications de « think tanks » importantes de la politique étrangère en Argentine, au Luxembourg, en Pologne et en Turquie. En 2007, il a été conférencier à la "Davos de l'Orient», le Forum économique de Krynica Krynica, la Pologne.

Il a aussi récemment contribué à l'analyse de la Forces armées autrichienne, Österreichische Militärische Zeitschrift, et la largement diffusé Europäische Rundschau.

En 1998, CHOICE, le journal de la Association of College & Research Libraries (ACRL), a nommé le principal travail de Tausch "Vers une théorie socio-libéral de développement dans le monde" comme l'un des' «Outstanding Academic Books" 'en la période 1993 - 1998.

En janvier 2008, Arno Tausch s'est classé parmi les 'top 5% de l'ensemble des économistes par le système 'Repec / Idées de l'Université du Connecticut. Ce système recense plus de 15000 économistes dans plus de 60 pays du monde, avec une part estimée pouvant aller jusqu'à 3 / 4 de l'économie mondiale profession.
