This is a radar image of Hurricane Donna over Florida. While it came from a generally copyrighted website, the terms of use page states that use for non-commercial purposes is allowed. It was obtained by that website from NOAA under its free licence policy. Copyright policy. This is the link proves that it is a work of NOAA: [1].
